The National Authority for the Transnational cooperation programme South East Europe is National Authorities and National Contacts Point Unit within Ministry of Regional Development and Tourism. The National Authorities and National Contacts Point Unit insures the coordination of 5 Territorial Cooperation Programmes: Cross-border cooperation programme Hungary-Romania, Trans-national cooperation programme South-East Europe, Territorial cooperation programme INTERREG IVC, Interregional cooperation programme URBACT II, Cooperation programme ENPI CBC Hungary-Slovakia-Romania-Ukraine.
The Ministry of Regional Development and Housing as Managing Authority or National Authority is participating in 11 Territorial Cooperation Programmes:
Trans-national cooperation programme South-East Europe
Cooperation area : Austria, Greece, Italy (Regions: Lombardia, Bolzano / Bozen, Trento, Veneto, Friuli-Venezia-Giulia, Emilia Romagna, Umbria, Marche, Abruzzo, Molise, Puglia, Basilicata), Bulgaria, Hungary, Romania, Slovenia, Slovakia, Croatia, Former Yugoslav Republic of Macedonia, Albania, Bosnia, Montenegro, Serbia, Moldova and Ukraine (Cjermovestka Oblast, Ivano-Frankiviska Oblast, Zakarpat-ska Oblast, Odessa Oblast).
Buget: 245,111.97 mil Eur
Objective: The programme shall improve the territorial, economic and social integration process and contribute to cohesion, stability and competitiveness through the development of transnational partnerships and joint action on matters of strategic importance.
Cross-border cooperation programme Romania-Bulgaria
Cooperation area: 7 Romanian counties: Mehedinţi, Dolj, Olt, Teleorman, Giurgiu, Călăraşi şi Constanţa; and 9 Bulgarian districts: Vidin, Vratsa, Montana, Veliko Tarnovo, Pleven, Ruse, Dobrich, Silistra şi Razgrad
Buget: 262.003.541 mil Eur
Objective: To bring together the people, communities and economies of the Romania-Bulgaria border area to participate in the joint development of a cooperative area, using its human, natural and environmental resources and advantages
Cross-border cooperation programme Hungary-Romania
Cooperation area: NUTS III Regions located in the border area between the two countries: 4 counties from Romania: Timis, Arad, Bihor, Satu Mare and 4 counties from Hungary: Csongrád, Békés, Hajdú-Bihar, Szabolcs-Szatmár-Bereg
Buget: 275, 179, 861 mil. Eur
Objective: Bringing together contacts between the communities, the economic factors, and the persons from the border area from the two neighbor countries, in order to promote joint development of the border area, by increasing the comparative advantages of the area for the benefit of both countries.
Territorial cooperation programme INTERREG IVC
Cooperation area : Entire EU territory and 2 partner states: Norway and Switzerland
Buget: 405,095 mil Eur
Objective: To improve, by means of interregional cooperation, the effectiveness of regional development policies in the areas of innovation, the knowledge economy, the environment and risk prevention as well as to contribute to economic modernization and increased competitiveness of Europe.
Interregional cooperation programme URBACT II
Cooperation area: 27 EU Member States, Partner states with special status: Norway and Switzerland (own contribution), Pre-accesion countries (IPA contribution), based on the expressed interest and other countries (own contribution), based on the expressed interest.
Buget: 67,82 mil Eur
Objective: The programme shall improve the effectiveness of sustainable integrated urban development policies in Europe with a view to implement the Lisbon and Gothenburg Strategies.
Territorial cooperation programme INTERACT II
Cooperation area: Entire EU territory (27 member states), two associated countries with special status: Norway and Switzerland

Territorial cooperation programme ESPON 2013
Cooperation area: EU territory (27 Member States), Neighbouring countries (Norway, Switzerland, Iceland and Lichtenstein) invited as full partners with special status, EU potential candidate countries, based on their express of interest, other neighboring countries expressing official interest in the ESPON 2013 Programme.
Buget: 45,5 mil. Eur
Objective: The overall aim of the programme is to support policy development in relation to the aim of territorial cohesion and a harmonious development of the European territory by providing comparable information, evidence, analyses and scenarios on territorial dynamics contributing to European competitiveness, territorial cooperation and a sustainable and balanced development.
Cooperation programme IPA CBC Romania-Serbia
Cooperation area: Eligible border area: România ? 3 counties: Timiş, Caraş-Severin and Mehedinţi, Serbia ? 5 districts: Severno-Banatski, Srednje-Banatski, Južno-Banatski, Braničevski, Borski

Objective: The overall objective of the programme is to achieve a stronger regional partnerships and cooperation and ?a stronger and more sustainable economic and social development of the regions of the Black Sea Basin?
Cooperation programme ENPI CBC Romania-Ukraine-Moldova
Cooperation area: Romania, counties: Botoşani, Galati, Iasi, Suceava, Tulcea and Vaslui Ukraine, oblasts: Odessa and Cernăuţi, Moldova: the whole country, adjoining regions: In Romania: the county of Brăila, in Ukraine: the oblasts of Ivano-Frankivska, Vinnytska, 10 districts of Khmelnyitska oblast and 12 districts of Thermopilska oblast.
Buget: 137,4 mil. EUR
Objective: The aim of the programme is to improve the economic, social and environmental situation in the programme area, in the context of safe and secure borders, through increased contact of partners on both sides of the borders.
Cooperation programme ENPI CBC Hungary-Slovacia-Romania-Ukraine
Cooperation area: Hungary: regions Szabolcs-Szatmár-Bereg, Borsod-Abaúj-Zemplén, as adjoining region, Slovakia: regions Prešov and Košice, Romania: counties Maramureş and Satu Mare, County Suceava as adjoining region, Ukraine: regions Zakarpatska and Ivano ?
