Call for Proposals

The second step of the call for proposals is now open for the selected applicants!

BACKGROUND

The South East Europe Transnational Programme has launched its first Call for Proposals on 5 May 2008. The Call follows a 2-step procedure.

For the first step, applicants were requested to fill in and submit an Expression of Interest where they had to describe briefly the problems and the challenges that their project aims to address, the foreseen budget, partners involved and the envisaged objectives and results. The first step of the call (submission of the Expression of Interest) was closed on the 13th of June, 4:00 AM CET time. The documents used for the first step of the Call are still available for consultation only on the SEE website, in the Programme management documents section.

The applicants have been informed about the results of the first step of the Call on 3 October 2008.The list of the pre-selected projects is available here.

TIMEFRAME

The second step of the call is open as of 13 October 2008 until 21 November 2008, 24.00 hours CET (Central European Time).
The applicants who were successful in the first step of the call are now invited to submit a full application, following the procedure described below.

PROCEDURE

  1. Download all the relevant documents available for the second step of the call, under the heading "Application Pack".
  2. Read carefully all documents contained in the Application Pack. You will find there all relevant guidelines for filling in the application form and the other documents. You are advised to reserve a reasonable amount of time for filling in the Application form.
  3. Fill in the Application Form and all the other relevant documents (Declaration and co-financing statement; State Aid declaration; Observer Partner declaration if applicable, IPA alternative financing declaration; Template of a Partnership Agreement; IPA documentation if applicable).
  4. Submit the documents that form the SEE Application Pack in both electronic and paper version.

Electronic submission

    • Log in on the SEE website. You should use the same username and password that you used for the first step of the call. In case you have lost your username / password please register again, as we have no possibility of sending you the lost data (user name or password).
    • Upload the relevant, completed documents included in the Application Pack, using the browse / upload functions available in the field at the bottom of this page. Before uploading, the applicants have to zip all relevant documents from the Application Pack and rename the file as follows: SEE_AP_acronym of the project.zip . It is important not to send the documents separately, as they might not be retrieved.
    • Respect the deadline! The Application Pack has to be uploaded electronically by 21 November 2008, 24.00 hours CET (midnight). All documents uploaded after the above mentioned deadline will be automatically rejected. Please do not wait until the last days to upload the documents as the server might experience difficulties due to the increased traffic.

Paper submission:

    • Print, sign and stamp the completed documents from the Application Pack.
    • All documents must be inserted in an envelope with the following mentioning: "SEE 1st Call for Proposal" -NOT TO BE OPENED". The paper version can be sent by registered mail by the 21 November 2008 to the following address (in this case the post office stamp will constitute proof of compliance with the deadline given above)

    • Hand delivery is possible through any authorised representative of the applicant (including private messenger service, etc.) by 21 November 2008, 13:00 hours CET at same address as above. In this case, in order to establish proof of the date and time of deposit, the depositor will receive, from the registration desk, a receipt which will be signed, dated and time stamped. Please note that in this case it is the date and time of reception at the SEE JTS premises that will count, not the actual date and time at which it was dispatched.

*PLEASE NOTE: The template of a Partnership Agreement contains the minimum requirements requested by the Programme bodies. Project partnerships are invited to complete and enlarge the stated provisions without contradicting the mentioned rules.
