Needs and challenges (Needs, main problems or challenges to be addressed)
The area of our interest,Eastern Serbia in project proposal, is about 4000km2 and with 200.000 residents, about 50000 households-while 50-60% of urban area inhabitants have access to the broadband internet, in 2010 only 20-25% in rural areas In these sparsely populated areas, where income is generally low, private telecommunication operators do not want to invest because it is not profitable. Or are investing but their services are over paid and bad quality . Only towns are cabled at present (the optical cable is one of the channels for the \"broadband\") and there are no plans to change this in the short term. If the market were left to decide, villages with populations of 5 000 or less would not be connected to the cable for another twenty years.

it`s largely depopulated underdeveloped and with practical no way of developing sustainable industry,agricultural or modern IT society . This network must be the foundation stone of changing people`s life for the better .

Setting the environment for Increasing the use of high speed broadband internet in remote rural areas from 20-24 to 54-60 %

Educate of the benefits and advantages of high speed broadband internet and train for using it (in theirs advantage) inhabitants from rural remote areas

Set a workshops and training facilities in every commune (via IPA program people to people) with practical and \"on example\" training for the often uneducated rural dwellers . (with the main themes> Eu digital agenda, broadband internet, need of better education,sustainable development>eco farming waste management, recycling, use of renewable energy sources, energy efficiency . Every government or ngo effort in a past ten years failed to bring the knowledge at \"the doorstep\" of the citizens of remote areas

setting a scientific experimental weather / climate monitoring and renewable energy evaluating network of sensors via the high-speed network infrastructure.

Increasing the broadband penetration for 25% in this area of Europe in 3 years
Increasing the communication and logistic planning between villages for 70%

Main foreseen activities
Phoenix Innovative Approach , for local community,against the digital divide, for e-inclusion, as a part of the actions of CRD . The goal is to make broadband Internet accessible to all inhabitants including those living in the most remote areas. As part of an ongoing experiment 147 - 154 villages will be connected to the broadband, iptv - along with some inovative services that we are developing. What do we (the inhabitants of rural areas)need broadband if we don`t know to use it or how to use the benefits of it?
Public workshops, education, continuing education, internet training rooms, ecdl training for every village inhabitants and farmers would be provided in the following 3 years of project implementation.
Public Internet centers are being set up as bridgeheads against the digital divide.

Innovative character of the project idea
Innovative approach is to give them, the inhabitants opportunity to feel secure and take part in all the activities, to make them interested in this new world of technology that bombards them from tv or radio.
Very often similar projects (although successful as a whole) fail to make a difference and a permanent impact in lives of the locals.

Combining optical nodes with cheap wireless high speed network links, mounting them for every available community and joining the climate monitoring and wind/solar measurement units makes this network a huge science lab,
